Political Staff Member Disclosure

  • The Manitoba government to disclose individual employment contracts or secondment agreements between the government and persons appointed to political staff positions and severance paid to political staff members.

  • Political Staff Member Disclosure

    The Public Sector Compensation Disclosure Act requires the government to provide disclosure, within 60 days, of individual employment contracts* or secondment agreements** or severance*** payments between the government and persons appointed to political staff**** positions. To locate a specific employment contract or secondment agreement or severance payment, you can search by year, month, type of agreement, department, job title or severance.

    *NOTE: Political staff employment contracts outline the Manitoba government retains the right to transfer political staff to alternate management or advisory positions during the term of their agreement. As a result, a political staff member may be promoted or transferred to another position through Order in Council, within the terms and conditions of their initial employment contract. A new employment contract is issued where a promotion results in the appointment to a senior management (or equivalent) position.

    **NOTE: For the purpose of this disclosure, secondment agreements are where a political staff member is temporarily assigned to another organization while remaining within the position they hold within the Manitoba government or vice versa. Within the Manitoba government, these types of agreements are referred to as interchange agreements. Interchange agreements are possible between the Manitoba government (department, special operating agency, independent office of the legislative assembly) and another organization in the public, private or not-for profit sector.

    ***NOTE: Severance is an amount paid as a retiring allowance within the meaning of The Income Tax Act (Canada) and does not include a payment of accrued vacation, accrued overtime, or a payment in lieu of notice of termination.

    ****NOTE: Political staff members are defined under Section 59(1) of The Public Service Act.
